IDEM = Indiana Department of Environmental Management

WHAT IS IT?  The "Indiana EPA."  States wishing to have their own environmental management agencies are allowed to do so and receive Federal monies.  Many states have their own "EPA" and their own "OSHA" although they do not always use those names.

State agencies are not allowed to create regulations which are LESS strict than Federal regulations, but they are allowed to make them more strict.  California is a somewhat extreme example.
