The responsibility for the health and safety of workers (and let's not quibble about "employee versus student" right now) resides with the supervisor.  This is the person with the authority, the power, and the money, and it is usually the faculty member in charge of the research.  The supervisor does not have to personally administer all (or even any) of the training; much of that can be "outsourced."  However, the responsibility for it cannot be delegated or outsourced in any way.
